Cluj-Napoca is Romania's second-largest office market by modern stock and the country's second business hub, after Bucharest. It holds the largest cluster of IT&C, BPO and outsourcing companies outside the capital, with employers such as Genpact, Endava, Bosch and Accenture.

The business zone was built on the city's transition from heavy industry to technology services, supported by the talent pool of Babeș-Bolyai University and the Technical University. Office buildings are concentrated mainly in the central area and around projects such as The Office Cluj-Napoca.

## History

The first IT entrepreneurial activity in Cluj-Napoca appeared in the mid-1990s, and in the early 2000s the city entered the IT outsourcing boom, which gradually shifted the local economy from heavy industry to technology services. Nokia opened a mobile phone factory and a research and development centre here; production stopped in 2011, and the site later became a De'Longhi factory.

Between 2012 and 2018 a significant volume of modern office space was delivered, with delivery peaks in 2015 and 2017. The Office Cluj-Napoca, a business park of 59,185 sqm GLA in three buildings, was completed in stages between 2014 and 2017. On 21 June 2019, Cluj-Napoca became the first Romanian city outside Bucharest to pass 300,000 sqm of modern office stock.

## Amenities and access

The market offers a wide range of modern space with high quality standards, employee amenities and flexible fit-out solutions. Demand is oriented mainly towards efficient space, well connected to urban amenities and adapted to the new ways of working. The limited stock of new space makes early planning important for large requirements.

Accessibility is one of the city's important advantages, through the public transport network and Avram Iancu International Airport. The airport is linked to the city centre by several public transport lines, with an indicative journey time to the centre of around 26 minutes.
